THE City of Busselton is now accepting Local Planning Scheme 21 amendments from developers and landowners after it was adopted by the city.
The document provides a blueprint for future land use across the municipality and a framework for adopting and implementing developer contributions and future subdivisions.
City of Busselton Mayor Ian Stubbs said the document was a thoroughly modern scheme and it will serve the growing city well.
“Local Planning Scheme 21 is far more logically structured and user friendly than its precursor and I extend my congratulations to those involved in its development,” he said.
LPS21 is policy neutral which means the underlying policies that support the scheme have remained the same.
However, changes have been made to the composition and structure which make it easier to use and ensures compliance with model scheme text which is a standardised format developed by the WA Planning Commission.
LPS21 provides clearer instruction on the development and implementation of structure, development guide, detailed area and developer contributions plans.
It also incorporates some changes in definitions, most notably a change in the definition of ‘gazettal date’ which has the effect of confirming the continued existence of ‘non-conforming use rights’.
Another change is the introduction of a definition of ‘incidental development’ which applies to outbuildings such as sheds, garages, gazebos and other structures incidental to the dwelling.
