The Uniting Church wants to build an $88 million, 41-storey, residential tower on St Georges Terrace in Perth.
The high-rise building, opposite Government House, would be built behind St Andrew's Uniting Church.
If given the green light by the City of Perth Development Assessment Panel next month, the skyscraper will include 280 apartments, retail shops, cafes and 240 parking bays.
The Westminster House building on Pier Street and McNess Memorial Hall on St Georges Terrace would be bulldozed to make way for the development.
The Uniting Church also wants to spruce-up the heritage-listed church.
The development went before the City of Perth's Design Advisory committee last week.
The committee supports the building as long as the work done on St Andrew's Uniting Church ticks all the heritage and conservation boxes prior to the residential tower being erected.
Uniting Church was given approval by the DAP last September to build a 22-level office building at the same site.
