The group was a recommendation made in the Lower Vasse River Waterway Management Plan and identified as a key project in the Revitalising Geographe Waterways Program.
The group will consist of council and city representatives, government agencies and community members to identify actions that improve the health of the river.
During public question time, resident Rob Mildwaters addressed the council raising safety concerns about the sediment build up.
Mr Mildwaters said he had seen children enter the river to retrieve a ball and asked if the city would install signs to warn people about the dangers of entering the river before a fatality occurred.
He said reports on the waterways dating back to 2005 all stated that the sediment should be removed.
"Surely that is the first action, why hasn't it been done?" he said.
