Senior Constable Ian Harris said there were many areas where hooning took place and posed a serious threat.
"Driving a vehicle in a reckless manner is a danger not only to the occupant/s but also to any other road users," he said.
Snr Constable Harris said there were several ways a driver could be classified as a hoon.
"Hoon driving starts with vehicles that are driven in an aggressive manner, often causing wheels to spin and undue noise to be made," he said.
"Also vehicles that are wilfully driven in such a way as to leave rubber on the road and/or damage road surfaces, ie 'burnouts', which is more serious.
"Hoon driving can also be just by excessive speed, most commonly 45kmh or more above the posted speed limit."
There are a couple of easy ways to report a hoon, one is to call 131 444 or visit www.police.wa.gov.au/Police-Direct/Traffic.
Information to include in your report:
- Description of behaviour
- Description of driver
- Day, time and location of behaviour
- Details of the vehicle's model, colour and registration
People can have an eye witness account to an incident or CCTV, dashcam, mobile phone footage or photos.
"All too often a car will do a burnout and disappear, which is why we are often reliant on the help of the community to provide statements so that Police can follow up and interview the suspected driver," Snr Constable Harris said.
He said police have the power to impound a vehicle for 28 days if it is positively identified and the complainants were willing to make a statement.
"Applications for confiscation can also be made if a person has had three hoon convictions within the preceding five years, or if the offence happens within a 'confiscation zone', which is essentially any built up area," he said.
"If responsible persons for hoon vehicles fail to comply with a legislative requirement to identify the driver at the time of an incident they are charged with failing to comply with that requirement.
"The vehicle is seized regardless."
