The NSW government will amend public health orders to allow border residents to more easily cross the river.
NSW Premier Gladys Berejiklian said once the changes come into force, anything allowed under step three of Victoria will be allowed on the border.
"Now restrictions have been eased in regional Victoria, we are similarly doing that for our border communities to have consistency," she said.
"So whatever you can do in regional Victoria you can do in those [border] communities.
"We're also increasing the number of towns, I think around Shepparton, that will be included in the border community and we will provide hundred of exemptions for shearer and harvesters to make sure critical ag workers are getting across the border."
Ms Berejiklian said the amended public health orders which would allow the change were currently with the NSW Health Minister Brad Hazzard and should be signed today or tomorrow.
She said the changes should take place next week.
"Essentially there will be an easing of what border communities can do, given the easing of restriction in Victoria," she said.
"The health advice is when the risk in Victoria eases we want to provide as much relief as possible for our border communities.

NSW Premier Gladys Berejiklian is expected to announce changes to the NSW-Victorian border restrictions today, with restrictions set to ease in regional Victoria from 11.59pm on Wednesday.
Yesterday, the Premier said now regional Victoria was moving to 'step three' on the roadmap to recovery, the border closure public orders could be changed.
"It does mean we can amend our orders to make everything consistent and it does provide further relief for the border communities," Ms Berejiklian said.

Initially when Ms Berejiklian visited the border earlier this month, she announced 'daily life' permits for residents would return, but on legal advice this was later retracted because regional Victoria was in lockdown.
The government wanted to ensure the permit did not exceed what Victorians in stage three can leave home for, namely work, education, shopping for essential needs, medical needs and compassionate care.

Now, restrictions are easing in regional Victoria, it is anticipated Albury and Wodonga residents could be allowed greater freedom to cross the border.
Member for Albury Justin Clancy said the Premier would would announcing changes to coronavirus restrictions for border communities.
"Ms Berejiklian has said NSW would also amend restrictions for consistency," he said.
"This will bring more relief for our border communities."
